Would it be a good idea to create a forum just for moderators from all sorts of online sites(That does not break the forumotion Tos), I already have created it, I just need ideas.

What does 'Local Moderators' mean?

That is where they only moderate a certain section(s).I have to make hidden groups for each moderator.
